Safe PH of cured cement

I have been running tap water through my 155G - Build Thread - to cure my agrocrete base rock, rock wall, and faux bottom. I use moratic acid to knock down the PH then let it steadily climb up and then repeat. Every week I empty the water and refill. The peak ph is steadily decreasing.... 13.5 in the beginning and 9.4 two days ago. After my water change today the ph of the tank has only risen to 8.71.

My question is what the final goal should be. For normal agrocrete the most say wait until the PH matches that of the tap water, but my tap water PH is 8.5 which is high. I was thinking that I should wait until the ph no longer rises after the acid is added, but I have been lowering the ph to 3.7 to 4 and I thought limestone is a natural 8.3 buffer, which would mean I should almost always see a rise.

Thoughts?
