Possible Ich on Clownfish?

I picked up two tank bred ocellaris clowns from the LFS on Saturday, and one of them isn't looking too good. There are tiny white dots on its head and body, but they aren't in the same spots now and look sort of like bubbles? When I turned on the light in the morning, it came to this position in the flow almost immediately and stayed there for close to an hour. In addition, it seems to be respirating heavily. The other clown has none of these symptoms.
