Is this normal??

I got my bubble tip anemone about a week ago and he seems to open up for a while, shrink in, move than open up again. Now he is under a rock and has this odd white "film" over where I think his mouth is. Is this normal? Is it waste?
He is in a 40 gal tank. All parameters are good, PH was a bit low but I took care of it.
