Tank is about 4-5 months old after upgrading from a 10 gal tank + 10 gal sump clown/anemone tank which was 8 months old. The anemone's health seems to be declining since the move, no longer eats (tried silversides as well as raw shrimp), tentacles don't appear to be sticky. Mouth is not gaping, tightly closed, foot is firmly attached. I move the rock to a shaded area he was in around so that hopefully he would move to a better place as he chose a hole that has jagged edges around it which seems to irritate him. Needless to say, it has not moved nor does it eat. I have tried to hand feed it, as well as the maroon clown trying to feed it, but it doesn't seem interested and nothing sticks to the tentacles.
I've always kinda wondered if i had my lighting to intense or not enough. My leather toadstool is on the sandbed and looks great. My green start polyps are growing like crazy. The monti cap frag had fell over and had been face down in the sand bed for a while before i noticed it, had some necrosis after flipping it back over but it seems to be recovering nicely. All info I can think if is listed below.

Reef Octopus NWB110 skimmer (currently wet skimming, empty twice a week)
Kent media reactor running carbon
Phosban 150 running GFO
Mag 7 return pump
Photon 32 is only 3" above the water, have very limited space but I'm thinking about making some modifications to move it up higher.

Any recommendations on lighting intensity or photo period?
