Green hair algae

I cannot figure out what is causing my green hair algae outbreak it is everywhere. I went and picked all of it but it just came back. Here are my tank specs:

phosphate: 0.1ppm (bit high but it has been sitting here before the outbreak)

nitrates: 0ppm

nitrites: 0ppm

ammonia: 0ppm

calcium: 470ppm

dkh: 10 degrees

PH: 8.1

I changed nothing when it started. I have, had metal halides for about 6 months after it started I switched to LED this seemed to do nothing to help. I run GFO and wash my filter media once a week but have increased it to 2-3 times a week with no effect. I also run some other phosphate removing/heavy metal removing media and some activated carbon. I have a protein skimmer rated for twice the size of my tank. I change all chemical media to the manufactures recommendation of once a month. My tank is being turned into a green mess despite the best efforts of my yelloweye tang.:bawling:
