refugium or protein skimmer on 29 biocube

Hi I have a 29 gallon oceanic bio cube with stock pc lighting and have bioballs for filtration. I recently had to take down the tank because of a massive bloom of green algae that took over the tank and killed all my coral. Now that im restarting the tank im considering adding a protein skimmer or a refugium. Are these even needed on a such a small tank? And if so which one should I go with? Thank you
