Thin hair-like clump on live rock

Hi all,
I have two of these strange "clusters" of hair growing on my live rock. It looks like I literally left a few pieces of hair floating in the tank, except it seems to be coming from a centralized location and kind of clings over the rock. Is this a type of algae? a worm? Good or bad?
