Zoa with "white stuff" at the base - what is it?

Pictured above is a Zoa on a standard frag plug. There is "white stuff" growing at the base of the Zoa. It seems to be choking the Zoa.



What is it? a sponge?



Besides manual remove with tweezers, how to I get this "white stuff" removed?
