heater for 400g system in a michigan basement

Im looking for a heater that will keep my fish from becoming fishcicles. My system is a 150g, 90g octogon my sump is around 175g. the basement stays around 60-65 f. I have a 500w heater and having a high temp of around 70-74 f. Never had a tank run so cold. I did have 250w heater on it also, it was stuck on. I was then able to get it closer to 80 but then that 250 heater crapped out. So what im asking is there a good aquarium heater that could keep up or would I be better getting a gas water heater for it. LoL I have checked the controller with element. Anyone have advice on brands, ones to avoid or ones to stand-by. Thinking of a dual elements on a single control.
