When to add another fish

Hello :) So I've been cycling my 22 gallon saltwater tank with a chunk of live rock and one very happy misbar clown fish. He's still pretty small, but he seems to be doing well. He eats well and moves around a lot. The tank is supposidly still "Cycling" since I only added the live rock and clown about 2 weeks ago, but when is the earliest I can add another fish? I know you have to wait about three months before adding any of your first corals, but what about fish?
