coraline grow on the upper rocks

i have a coraline that grows better on the upper rocks

its 3 years old reef

all para are perfect so could it be my lighting !! i have t5 24 watt 14k and one actinic so what lighting to buy to let it grow on the lower rocks is it another white t5 or actinic ?
