Hot ballast

Hi All, I just got my new Hamilton Cebu Sun light system. It came with 2 ballasts( 250wt metal halides) My problem is the heat from the ballasts are incredible. Very,very hot to the touch. Im worried about this. I set up a small fan blowing on them. Does anyone have any input about the heat. The system is really nice. Thank you for any help. Josie
