Green Milky Water?

So it's been about a month and a half since I set up my tank. I added a purple flame goby a few days before the tank turned a month old, and added a clownfish about a week and a half later. I added a skunk cleaner in between.

Everything was going fine, and one day my water became this sort of greenish milky color. From the heaps of research I've done, it seems to be a bacterial bloom.

It is a 20G High Nano with live rock and live sand, initial part of the cycle was over before I added fish (I know the true cycle lasts about 6 months) And I tested my water yesterday at the LFS. pH at 8.0, ammonia, nitrite, nitrate all at zero, and my salinity at 1.024. I'm also pretty careful not to overfeed.

I have also reduced my light strength from 100% to 60% for 8 hours instead of 12 to see if it would help. I have the Current Orbit LED system.

My question is, what the heck is happening? Too many nutrients in the water? I run a Koralia 425pgh pump alongside a biocube protein skimmer, and an HOB with 200gph running floss and a little bit of carbon. I change my water and check my water religiously.

I did about a 20% water change and that has helped a little bit. I spoke to the guy at my LFS, and he also said it was a bloom, and that it's something I should wait out. I was also suggested a UV sterilizer, but I'm trying to not dive into that expense just yet.

What do you guys suggest? More water changes? UV sterilizer?
