What is this???? please help? itch?

hi i was looking at the tank and i was looking at my spotted cardinal and i noticed these 2 huge white dots one the upper fin. it looks like his fin is ripped as its not as long as the other one i have but

is it itch or is it something else? no other fish have this issue and he eats fine.

could it be recovering tissue or something?
