New Forum Sticky thread?

Hey Gang, I've noted as of late a number of new forums posters posting in another's discussion thread with a question of their own and maybe related or not to the original threads topic.

Do we need to create a thread that outlines the courteous methods of participation? Maybe something that must be read and accepted during the membership joining phase...
