More tank mini cycles :( causes?

So my 20Long has been in a long battle of nutrient export since removing my sandbed. I started having excessively high nitrates even with religious 25% water changes weekly and carbon/bacteria dosing. In the past couple of weeks i keep getting small cycles that take place in tank. Again last night showed signs of ammonia and nitrite!

My thoughts were that i removed too much rock from sump(almost as many lb as was in DT) my other tjoughts were that i am blowing rocks off too often when im not doing water changes.

Last night i added a plate of marine pure ceramic bio media to sump again (equal to 5,750 ft2)of surface area. I shot a syringe of microbacter7 right at the plate and am going to hope for the best now. soon ill be picking up somebodys 75gallon setup with 50lb liverock. Hopefully i can let that tank cycle for a month or two and then just drip line my 20g volume into the 75 system slowly.

Trying tk do everything right but it seems my efforts go unnoticed by tank and there is a deep underlying problem that i havent gotten to the root of yet. Anybody ever have similar experience with removing live rock from sump?
