Sump Flow/Turnover

So this thread http://ift.tt/1zljW2T got me thinking about and researching the three prevalent recommendations regarding flow through a sump and skimmer production.

The old and now outdated 10x volume when available powerheads were crap. The more modern 3-5x volume and the ultra modern 1x. Matching the skimmers water flow is also thrown into the mix on the last two. I've seen people talking about or planning to reduce flow but never any follow ups.

So has any actually matched the sumps flow to more precisely match their skimmers GPH with the only change being a reduction of pump size or GPH through the sump? What was the original GPH and observed results and what were the results of a reduced and/or increased GPH?

I currently run about 250GPH through my sump but have considered reducing this to around 100GPH to more closely match the pump on my skimmer.
