cloudy tank and should i turn my filter on?

this is my first post ? thing ? i'm not too sure if i'm doing this right but i pretty much made this to ask some questions.. i have a 15 gallon tank, i just set it up last night. i have 10 lbs of live sand maybe about 3-5 pounds of regular sand. i rinsed my reg sand about 5 or 6 times, but my tank is super cloudy, it's not as cloudy as it was when i first set everything up. it probably cleared up about 40 percent since last night. i have an aqueon quietflow filter (can't remember which size atm) and i was wondering if i should let the sand settle first and then turn it on or turn it on now and just take the cartridge out? please help!!
