Ammonia not going under 0.25ppm

Hi!

I've had a 30g tank for almost 4 months now. I cycled it for almos three months only adding 4 hermits and a peppermint shrimp. Every week I tested for everything and all was fine. Two weeks ago I added some zoas and a pygmy angel (I know the tank was too small, and he died :'( ) but I tested for ammonia and it kept at 0.25ppm. Now everything else in the tank is totally fine, the corals are open, the hermits go around and the shrimp is also ok. I want to know if this level of ammonia is too critical. I've done everything, water changes (I've tested the water for ammonia and it has none), added a skimmer and even added bacteria. I keep having this issue.

Do you think it could really hurt anything? I've done water changes and it doesn't help for long, and I know the biofilter is up and running because it doesn't go above 0.25ppm. Help please!
