Hair algae returning

My 180g tank w/ 75 sump has been up over a year now. I have 2 mp40s and 4 powerheads in different locations, a CLS cycling water at the bottom of the tank, 3 ecotech LED's, and a kessil light on a reverse schedule in the sump over some live rock. Also run a phosphate reactor. I have an SWC 230 cone skimmer but it has never worked that great for me, started out pulling nice thick skimmate then the bubbles would drop, tried different depths and settings but its never been that efficient. Im going to try an ASM G series based on a recommendation.

Livestock: 4 chromis, 2 clowns, 1 six line wrasse, an orange spotted gobby with pistol shrimp, about 20 scarlet hermits and a dozen astrea snails. A few LPS corals. Roughly 190lbs of liverock.

Ph: 8.2 Salinty: 1.026 Temp: 78-79F Nitrates: 0 Phosphate: 0

When I first set up the tank I bought 100lbs of quality live rock from the LFS and there was only a small bump in nitrates the first week then I have never seen nitrates in the tank since. I didn't put a cuc in my tank until about 2 months later and the first fish 2 months after that.

When this hair algae first exploded a few months ago I increased my biweekly water changes to weekly, reduced the light period and ambient light in the room, and then eventually pulled every single rock out and scrubbed them in system water. That worked fine for awhile but now I see it starting to come back and I don't know what to do. Im trying to avoid scrubbing the rocks with a hydro peroxide mix but ive heard that works well.

Sorry if this is a lot of info, still a novice and trying to work through the details, any help at all would be appreciated.
