Help reef octopus pump broke....turns on but wheel not spinning?

Hello my reef octopus bh-2000 protein skimmer has been working fine for a year now but recently it started making a noise and I took it out and the noise was that the pump is running but not spinning and pushing air into the skimmer. I have been been trying it in a bucket of vinegar and tap water and sometimes the pump starts working perfectly fine for a few minutes. Then it seems when I hook it up and get ready to put in the tank it randomly just quits turning ( the wheel inside) as I can look and see it just doesn't turn... I don't have the funds to buy a new one and this one was 250$!! If anyone could help me fix this problem it would help so much. Well that's pretty much it thanks
