Odd looking stuff on live rock

Recently I have noticed something a little odd forming on my LR. I am not sure if it has been there on the rock when purchased, or formed

In my tank. It looks similar to a spiders web. Tank is a 29g Biocube one week old with about 10lbs of live rock. Can someone tell me what this is and if it is good or bad
