EMERGENCY HELP NEEDED. Clownfish on bottom heavily breathing.

HELP. I got my true percula Sunday, it was acting fine untill today, it was eating normal in the morning but now, night time blue lights on, he's chilling near a rock close to the ground breathing heavily (opening and closing mouth and gills). SOMEONE PLEASE HELP ME, my last clown did this and was found dead in the morning.

Cycled 2 weeks ago. All my other fishes are fine. Just tested everything, ammonia 0, nitrite .05 - .10, nitrate .10
PH was very hard to tell, strips said 7.4 test drops showed a reddish brown color (the test kit only has orange to brown, no red) Either ways I put some buffer into the water to try to raise the Ph.

I did a 20 percent water change. I think it has to be the Ph.
ANYONE PLEASE HELP I DONT WANT TO BE RESPONSIBLE FOR ANOTHER DEATH OF MY CLOWNFISH.
