35gal Hex tank lighting

Hello!

I'm new to the reefing community and was wondering if I could get some help. I have a 35gal hex that I am setting up. Will be starting with some fish, softies and then sps later on. The tank is starting its first cycle and I have everything set up except lighting.

I am totally confused about lighting. I see where it is recommended to have 3-5 watts per gallon; however what does that mean? A MH, CFL, and LEDs will give off different light levels for the same amount of watts! Doesn't make sense; it’s like comparing apples to oranges and the answer is grapes.

So... does anyone have a recommendation as to what fixture to use? Tank is 23 1/4 x 20 3/16 x 24 3/4. I want to stay with LED and have a budget of $150 MAX. I see on Amazon they have a few programmable ones within my budget but have no idea if they would work.
