Question about Main Tank and my QT tank

I purchased a Foxface from the local LFS before Christmas and before I had a QT set up.
After a few days he was in a poor state his eyes were white over and his head was ghost white he spent most of the time in his cammo stress mode and struggled to see any food I put in....
I immediately thought I would lose him and made the decision I would set up a QT which I did immediately.
This was during the holidays.
I caught him and gave him a fresh water dip for 5 minutes then transferred him to the QT he immediately picked up and after a few days looked fantastic all his colour came back and he was feeding.
I was then panicking about my main tank,that I might get an ICH outbreak or issue but nothing has happened and none of my wrasse or gobys or file fish have come down with anything and are 100% healthy.
Now to my problem.....
The foxface has been in the QT for 3 weeks now and has no signs of disease but with my QT being new I am having a nightmare with ammonia due to the fact it obviously has not cycled as I needed to use it straight away.
Last week I purchased some seed to speed up the cycle and it is a 7 day seeding process to add bacteria I am on day 6 but the ammonia is still high and I am panicking that I am poisoning the foxface as he is very lethargic and sat against the heater all the time now but does still come out to eat and swim occasionally and shows no signs of ich or disease.
My dilemma is do I put him in my main tank now were I know the water quality is good or leave him in for a further week.
I have done water changes on the QT to no avail, it is a bare bottom 100 litre tank and the foxface is about 6 inches and will be a permanent QT set up for my future purchases.

I have also been running ozone in the main tank since the foxface was taken out so around 3 weeks now.
The Ammonia reading on the QT has gone from .06 to nearly 1
Nitrates are normal just Ammonia is high.
