Cheap ATS idea

I have an idea of cheap algae turf scrubber (ATS). I attached some plastic foam strips to a sheet of plastic mesh canvas for flotation and put it on top of water surface in my refugium. There is a LED light over it. Also, I put an airstone under the mesh.

So basically I have all 3 components needed for ATS: light, water flow and air supply.

So do you think it will work ?
