How should I go about upgrading my tank?

I currently have a 5 gallon saltwater aquarium which I’m soon to be upgrading to a 30 gallon and i have some questions

1) would I need to get more live sand or should I just use dry sand?

2) should I get more live or dry rock to add to the 30 gallon

3) should I allow the tank to cycle first before adding in the fish from my 5 gallon? I’ve seen some people say yes and no
