help with sump/overflow setup noise!

ok im back again with more questions! i have the 210 filled and the sump is maybe a couple of inches from filled. First overflow tank and first sump /large tank. its an aqueon 210 i think..has the "megaflow" 2- on the back near the corners not in them. when i started running the pump to try to get rid of silt from sand..i noticed how loud it was ( sump was wet dry I think 30 gall 3 chambers..im obviously changing that right now I have both hoses going into an extra large sock. I am going to number these questions..

1- when filling the sump how high should you typically go with the pump off..a couple of inches from the top or like 6 inches or more.

2 the darn thing is so loud in the overflows..one has a whistle today..both of them seem to gurgle and slosh at times..as though the drain flow is uneven from minute to minute or in surges..like constantly today.
3 the drain pipe in these overlfows is adjustable in height..where should i set it..I have them as high as they go...

4 on the drain pipe there is a nipple at the top and also a drilled hole on the side of the elbow..i know these are to remove air or for siphon but would someone explain..(whistling maybe from one side)

5 the pump i got with this had pvc from it up to a t and then two 3/4 tubes..its a very large pump though i couldnt tell the brand..i will change that setup as its hard to mess with it the way it is when you set it up..the 4 loc line returns are mild flow..should the flow from the returns be med or high..the pump should not be turned down ( will be checked.)

so i have major issues here..gurgling sloshing...and a **** whisling sound from one..I can handle the trickle sound but i know this is way off..help will be much appreciated.
