Now that I can see it well enough to get a photo, hammer issues?

Okay, so I DID get this guy for $5, off of a clearance rack, because it was puny. Only instead of getting bigger (all but this guy from my clearance rack corals are doing well.) it's getting punier. . . As shown by the pic. The tentacles used to come out to barely past the skeleton, but so far today I didn't see them out that far, they're mostly retracted into the skeleton. Alk is getting back to normal after a swing that left the tank cloudy, no ammonia or byproducts of it, and I've got a low amount of phosphate. I don't think the bit of hair algae is doing it, since it didn't have that on the skeleton when I got it. Second photo is of the other hammer I got at the same time, also a bargain bin deal, which is fine. Tentacles look a bit wimpy, but it's starting to grow some new heads around the base, so I'm assuming it's not too unhappy with the tank. I've also got a rock flower anemone, a purple plume gorgonian, randomly assorted LPS frags, a pavona, a pipe organ, a few mushrooms (2 FL ric, 1 discosoma, 1 rhodactus?) and a monti cap. The only other coral in the tank that looks unhappy at the moment is the cap, and I'm guessing that's because of the formerly cloudy water. I'm guessing it didn't get enough light, and that the water is a touch too dirty for it. Fish are a royal gramma, a rainford's goby, and a firefish, cleanup crew is all snails, a single feeder shrimp, and a hitchhiking clam of some sort that seems to be happy enough. Any ideas?
