RO unit clogged?

I have had my RO/DI unit for a very long time (over 10 years) and never had any issues until now. I've always changed filters regularly etc.

Maybe 6 months ago when I changed the filters I had discovered my source water was using chloramines so I ordered a chloramine filter kit which included 1 micron sediment, 1 CHLORAMINE MASTER NH2CL STAGE 2 CATALYTIC CARBON BLOCK and CHLORAMINE MASTER NH2CL STAGE 3 CARBON BLOCK.

Anyway admittedly its been six months so I probably need to change them out again but the last week the unit has been running way slower than usual. Like literally maybe 2 gallons/day on a 75gpd membrane. When I took of the DI stage to change it I noticed the cotton/plastic barrier to keep the resin in had turned from white to black and was really hard to push air or water through. I took off the DI stage all together and bypassed the holding tank to see if the RO only would produce at the normal rate and it did not speed up at all. So I am wondering if these chloramine block carbon filters could have been releasing carbon particles that clogged up the whole system including the RO membrane? Is that possible? If so will simply changing out all the filters and the membrane fix the problem? Also my water still has chloramines but I would hate to order the same filters again and have the same problem.

The system ran fine all the way up to a few weeks ago and then it happened all of a sudden.
