Permanent medicated quarantine?

I was thinking of setting up a permanent 20-30 gallon quarantine in my sons room. I would like to keep it medicated so that anything I add will be medicated to kill off ich etc. I would only keep a clown fish in there to keep the bio load going. Is this a good idea? Thanks in advance!
