From my experience in SW tanks, all tanks are supposed to cycle for months before adding fish. I belive this theory holds true even when you are using already mixed seawater. whenever I watch "Tanked" on animal planet they put in fish right away, right after they pour in the water. I understand that most pre-mixed sea water claims zero nitrate, nitrite, ect, but arent you still supposed to wait a few weeks/months before adding fish?
