Setting up a 40 gal long reef - need help!

I'm in the planning stage of setting up my second reef tank. My first was a 60 litre nano cube so I haven't had any experience with a larger set up. I'm 15 but do have some knowledge on marine aquaria as I started work in my LFS not long ago. I want to upgrade to a 40 gallon long I have lying around. I'm hoping to keep LPS as well as soft corals so will 4x t5HO bulbs with reflectors work ok? The tank is 16" deep.

Also, I need help planning the sump. I'm kind of at a loss here. I want to use something around 20-30 gallons so I need suggestions on what pumps, skimmer and other stuff I should buy. As for livestock, I want to keep a couple of ocellaris clowns, royal gramma, maybe a flame angel and midas blenny. I know it's unlikely but could a copperband butterfly be kept in the tank seen as though it's 48" long, like a 75g?

All help is appreciated!

Thanks :)
