Hyper Dwarf Moray not Feeding

My dwarf moray has always gone on hunger strikes. Sometimes for a few days and sometimes for a few weeks. Eventually he gets really excited when I feed the other fish and starts eating again.

For almost the past two weeks, he hasn't eaten once. I've tried everything (squid, silversides, shrimp, octopus, etc) and he won't take anything (which is normal for his hunger strikes). But he is exhibiting some very strange behavior. Normally extremely reclusive (like it takes a few minutes to find him at all times), he is now often more than halfway out of the rocks, swimming around, or slithering across the sand bed. Normally this "hyper" is indicative that he is hungry. Yet he still won't eat, and I'm worried he's expending a lot of energy without feeding.

Has anyone ever had their eel exhibit such behavior?
