Need an ID of this weird green stuff.

I have this solid dark green organism growing on some of my rocks (ignore the algae). The exterior appears to made of a fibrous structure and it seems to have holes/valves in a few spots and some spikes growing upward. It is covering over everything it touches (corals/rock crevices)
