Stocking a QT

Hey all, I have a quick question about cycling and stocking a tank. I've done a couple searchs and can't find a clear answer. I'm in the process of cycling my 10 gallon QT (it's been a month)and I just started cycling my 40B. I started the QT with food but couldn't get the ammonia up past 2.5 so I bought some ammonium cloride and it finally went up to 4.0. The QT ammonia just dropped to 0 and nitrites are up to 5. My question is how many yellow tail Damsels is safe to put in the 10 gallon QT when the nitrites finally drop to 0. The Damsels will be the smallest I can get, and I've read it's best to do 3 at a time. The QT is BB with a couple pieces of dead rock and a HOB filter with the carbon removed.
