New tank smells like perm solution

Please help. I have a new 75 gallon tank set up with live wet sand, live wet rock 20#, and no other livestock other than the critters that showed up with the sand and the rock, like tiny starfish and aiptasia and feather dusters and bristle worms. All of them seem fine except the aiptasia. But before I even put the live rock in, my tank began to smell like burnt hair or something. I'm running a Eheim pro 4+ 350 canister filter, a marineland 1200 power head, an Eheim 350 surface skimmer and I've modded the power head with a surface skimming filter home made. I've rinsed the canister filter. And nothing I've done has helped the smell. It's so bad the whole house smells bad. I haven't checked amonia yet but nitrites and nitrates are 0 and ph is 7.5-8. Please if you can help me get rid of this stench...it's not even fishy or rotten smelling. It's so bad.
