Filtration for 30g

I've cycling a standard 29g tank currently and I'm debating the best method of filtration for my system.
I plan on stocking:
1x Clown
1x Firefish
1x Royal Gramma
1x Watchman Goby

I have 30 pounds of live rock, with a 1300~ GPH flow.

Now I don't have the space required to build a sump, and HOB space is very limited. So my ideas are:
-Modified HOB Filter with Poly Pad, Phosguard/Carbon
-HOB Protein Skimmer
-Some form of Algae Scrubber

I know I have the live rock and flow to keep a good biological filtration, water changes happen weekly with RODI. So really I want something to keep Phophates lows to keep algae growth minimal. If you had to pick what you do?
