20 gallon sump for 120 gallon reef

Will I have issues with a 20 Gallon sump with a 120 gallon reef? My skimmer is an out of sump skimmer so that won't affect the water level, my concern is in the event of a power outage do you think my sump will overflow? I want enough water constantly in the sump for a refugium that's my concern
