Recommendations for an upgrade

I've had my tank running for 7 months now with a fair amount of success. I have only lost one fish, a clown goby, and had to move out a clove polyp frag because it wouldn't open with my water flow. All of my corals are growing and multiplying fairly well. The tank was really put together on a budget. I have no sump and am looking at upgrading to one of three things. I really want to get on top of a small diatom issue I may be having. I have roughly $250 to spend, and I am either looking to setting up a sump, buying an rodi unit or a hang on skimmer. I want to set up a sump eventually (i have a 30 long tank with nothing in it), so I'm thinking of putting off on a skimmer until I can get an in sump model. What would you recommend my next upgrade to be?
-Exact parameters: ph 8.2, nitrite 0, ammonia 0, nitrate roughly 10ppm, phosphate roughly 1.5
-Stocking 2 small clowns, 2 chromis, 1 dottyback, 1 blenny, roughly a dozen growing zoa frags, one pineapple tree coral, one candy cane coral, a patch of xenia, a dozen hermits roughly 30 snails
-Equipment: 2 Jaebo wp40 (one on at a time), aquamana 165 , hang on filter to run phosban and nitrisorb (and run filter pads in after a water change for a few hours)
-Tank size (Always needs to be included): 48 bow front non reef ready
-Feeding (how much, how often, what kind) brine shrimp and omega one flake half a cube and a small pinch a day
-Nuisance algae, if any 2 small areas of hair (dime size max), one small spot of bubble algae on a frag (removed and quarantined frag for 2 weeks), diatoms
