Need guidance to start a fish only tank!!!!

This is my first post in this forum. I am from India.

I have been in fish keeping for last 5 years - freshwater only. Though I did not keep any high demanding or challenging fish, kept malwai cichlids for 3 and half years, south american cichlids including rotkeil severums and firemouths for rest of the duration. I used to change 50% water each week.

As my last tank got dismantled during house renovation work, I donated all my fishes to local fish store. Now the work is over and I plan to start a marine tank.

No reef tank as a beginner, only fiehs along with live rocks.

I am already going through the forum articles regarding nitrates, phosphates, etc, and sure I will try to finish them as much as possible.

I need guidance in what equipments should I buy to start a marine fish only with live rocks aquarium. I have used sump in my earlier system. I also have a eheim 2217 cannister filter with me along with a pump for sump.

My tank would be 4 feet * 2 feet * 1.5 feet. I have also got the hood ready.

Sump size is 4 feet * 1.5 feet * 1 feet. To be honest, is sump absolutely essential? Else, I can use that for some other purpose.

Also, please guide me with the step by step process of building the tank.
