When do I change water / clean tank?

when should I normally change the color? when the water seems dirty or every month or so and when do I clean the tank? when its dirty? on all the harlequin shrimp videos i have seen most of the tanks are dirty mine has little debris thats all when should I change the water or clean the tank? (saltwater)
