what does this mean in the clownfish world

i just peeked at my tank and found my two occelaris clownfish doing this. it looked like they were biting each other's fins, and there wasnt any struggle between either of them.





please excuse the bits of red slime algae, my shrimp just molted and i didnt take out the shell in time :doh:
