New Tank Question

When setting up a new tank is it ok to put the saltwater in first, then drop the bags of sand in and cut the bottom? Im trying to get as little sand kick up as possible. When i set up my 30 gal i put the sand first and placed plastic plates over it so the water wouldnt kick it up. it worked for the most part until the water also lifted the plates...and sugguestions? thanks
