HOB refugium or media reactor?

55G Tank
65G Protein Skimmer
3 Powerheads (1850GPH)
2x 165 Watt LED fixtures running
(white / red / green: 8 hours) (blue / actinic: 15 hours)
Phosphates and Nirates are 0ppm
Using RO/DI water ONLY
Reef Crystals Salt for Water Changes

So I cleared a diatom algae outbreak probably around a month or 2 ago, which I must admit was rather challenging.

It's far from an outbreak, but I've noticed a little hair algae breaking out on certain spots (powerheads and corners of rocks)

I'm working on a limited income so right now the 10 Gallon sump is being placed on the backburner (1. because it won't fit under my stand and I'm going to have to build a cabinet for it, and 2. because the pump, overflow, tubing, sump kit, and other accessories are probably going to take up the better part of a paycheck.)

So my question is, while I'm saving my laundry quarters for this sump kit, what's going to help mitigate algae outbreaks in the mean time?

A media reactor? Or a HOB Refugium kit? They cost around the same so I'm curious what everyone has to say.
