fresh carbon stealing skimmers thunder? is this normal?

added a brand new half unit of chemi pure elite to around 25g volume (rated for 30gal). skimmer is making bubbles as usual but no foam collecting, kinda just dissipating as soda fizz would. is this normal because of the fresh carbon? i also added a brand new poly filter pad, the chemical remover one.
