Cycling; Nitrates through the roof? Advice?

Hey guys,

Being as I just joined the forum, I'd like to ask my first question.

As it sits right now, I have a 20 Gallon High tank currently cycling.

Specs: 20 Gallon, Stock Flourescent lighting (will upgrade down the road), Koralia 425 gph powerhead, aqueon 30 HOB filter w/ filter floss only, 20 lbs LS, 22 pounds of dry rock (not dry, was in a holding tank when purchased... It is all white with no coralline algae on it so I assume not much life is on it) 3 pounds of Hatian Live Rock to help seed. I use only RO/DI prepared saltwater that my local LFS sells.

Okay, so down to business. I am about a week into the cycling process, using a raw shrimp to get that good ol' ammonia going. I have used my lights extremely sparingly, in hopes to avoid an algal bloom, only on about 3 hours a day. I went to test my water today at my LFS, and my ammonia and nitrite are elevated, and my nitrates are through the roof. The guy at the LFS told me it would be another 2-3 weeks till I'm good to go. I asked him when I should change my water to bring my nitrates down, and he said about a week after I introduce my first fish, contradicting much of what I've read on here. I am in no rush to cycle, I want to do this right.

Being that I'm only a week into the cycle, is it too soon to do a WC to bring my nitrates down? I am also removing the shrimp today since I have gotten the desires spike from it (it's going to really stink), is 3 hours of light a day okay or should I just leave them off the rest of the cycle?
