tank flow

I have 2 ecoplus pumps (rated 1347GPH) in my 180g , but every time i open the valve more than 60% the return makes some noise and the overflow gets full and it drops it in one big splash in the sump.

I did some wrong, and also wonder what my flow it is right now that pumps are not open all the way.
