55 Gallon starter tank

I am starting out a 55 gallon sw tank. I know that i should get a 75 but this tank was free. So, i have dry rock in there, live sand, adn 2 damsels. How long will i have to wait until i start stocking the tank with the fish that i really want in there. The main question here being how long until the correct bacteria are formed allowing other fish. I want to put in a volitan Lionfish, a humu trigger, panther grouper and a puffer fish. Any input would be greatly appreciated thanks!!!!!
