uv discharge water

So I installed this Lifeguard 25 watt Sterilizer and (hard to explain) but the discharge water is alternating color from clear to cloudy to clear to cloudy to ...well you get the picture. Also it discharges over my bubble foam filter pad in sump and seems to be leaving small amounts of white residue or build up on the sponge??? Does any of this make sense I hope??
